Thank you for raising this topic. As a Californian I too have been biting my nails down to the bone. I cannot believe how little coverage this story has gotten. I have heard discussions of "market solutions" to force water conservation for years, but this does nothing to slow consumption. Growers have less incentive to change their crops. Utility companies source water from multiple regions. What protection will average consumers have across the state as these utility companies and growers incur losses? Am I the only one paying attention to the movie “The Big Short”. The same guy who predicted the 2008 financial crisis resulting from the housing bubble also talks about water commodities. After the movie they interview this financial genius and ask him, ‘What is the next thing you will personally invest in?” His answer, ‘water’. He saw this coming all those years ago. Apart from the whole thing, what is truly insane about this is that they're beginning with California - one of the driest states in the US, or regions in the world, which only functions thanks to a massive and expensive irrigation system which already favours the rich over the poor. It doesn't work well enough to prevent massive droughts and forest fires (and the state is also currently experiencing some fairly major earthquakes and volcanic eruptions). And someone thought, 'hey, why don't we make our single most serious day-to-day shortage a high-risk investment and make water, including imported bottled water, more expensive than it already is: there's never been a better time to disgust and alienate everyone'. I guess 'wow' pretty much covered it though...
