He did not need a boat registry at all because it is already a registered vehicle. Putting the boat registry on the side was actually the mistake. Evidence: a seaplane does not need a boat registry to operate on the water, it just needs to obey the rules of the road. See FAA regulations: 14 CFR PART 91, SECTION 91.115RIGHT-OF-WAY RULES: BTW he was not polluting any more than any other car, as his engine was not in the water...If a boat sinks it actually can pollute more because it can have MUCH bigger engines.
