I've written a bit about this, but this is called the lotus effect. It's a super hydrophobic surface that has tons of little carbon bumps, kind of like how water beads on flowers. However, if you were to look at the contact angle with a goniometer, you'd find that the water drop is never 180 degrees, but really close. One big reason is the carbon bumps from the lotus effect are on the order of nanometers apart, so there are tons of tiny, nanometer sized gaps which attract the water droplet. I've seen angles close to 170 when testing.
